If your apartment building uses a shared meter to bill you for utilities, rather than letting you pay the utility company directly, your landlord may be using a billing method called RUBS. Under Maryland's Tenant Protection Act of 2022, landlords are required to provide detailed written disclosures about how those charges are calculated before you sign your lease. Many haven't. And if they haven't, they may have no legal right to collect those utility payments at all.
